Speech by His Majesty king Letsie III and the Chancellor at the University’s Annual General Council Meeting on 24 March 2015

CHAIRMANI OF COUNC1L, DISTINGUISHED MEMBERS OF COUNCIL, VICE-CHANCELLOR,LADIES AND GENTLEMEN,

 

 

LET  ME  BEGIN  BY  WELCOMING  YOU  ALL  TO  THIS   IMPORTANT MEETING OF THE COUNCIL OF THE NATIONAL UNIVERSITY OF LESOTHO. AS YOU ARE ALL AWARE, IT IS ONCE AGAIN THAT TIME OF THE YEAR WHEN COUNCIL HOLDS ITS ANNUAL MEETING TO RECEIVE AND CONSIDER THE VICE-CHANCELLOR'S REPORT AND AN A-UpITED STATEMENT  OF ACCOUNTS  BASED  ON  THE  ACTIVITIES  OF  THE UNIVERSITY IN THE YEAR UNDER REVIEW.I AM FULLY AWARE THAT YOU HAVE SACRIFICED YOUR OTHER EQUALLY IMPORTANT ASSIGNMENTS IN ORDER TO PARTICIPATE AT THIS MEETING  AND  WE  WtLl    REMAIN  ETERNALLY     GRATEFUL   FOR YOUR     EFFORTS     IN    IMPROVING     THE     GOVERNANCE      OF    OUR UNIVERSITY.

 

 

CHAIRMAN  OF COUNCIL,

 

THE  COMBI'NED AND VARIED  EXPEREIENCES   OF COUNCIL  MEMBERS, WHICH   IS  DRAWN  FROM  FAR  AND  WIDE,   RAISES  THE  QUALITY   OF DEBATE  AND  THIS  ENHANCES  THE QUALITY   OF  DECISIONS.       I AM THEREFORE    DELIGHTED    THAT   THE   DESTINY    OF   OUR   BELOVED UNIVERSITY  IS IN CAPABLE  HANDS.I  FERVENTLY   HOPE  AND BELIEVE  THAT  AFTER  A  FESTIVE  SEASON WHICH  SUCCEEDED  YOUR  INAUGURATION  AS THE 12TH COUNCil,   YOU ARE ALL COMING BACK RE-ENERGISED  AND READY TO EMBARK ON TRANSACTING   THE  CHALLENGING   BUSINESS  OF COUNCIL  WITH  THE DILIGENCE  AND  DEDICATION  IT DESERVES  FOR THE  PURSUIT  OF THE NOBLE  IDEALS AND  INTERESTS OF THIS UNIVERSITY.

 


CHAIRMAN   OF COUNCIL VICE-CHANCELLOR,

 

AS THE  CHANCELLOR   OF THE  NATIONAL  UNIVERSITY   OF LESOTHO,   I TREASURE      THE     ANNUAL      GENERAL      MEETINGS      OF     COUNCIL PRIMARILY  BECAUSE  THEY AFFORD  THE COUNCIL  THE OPPORTUNITY OF  TO  FULFILL   ONE  OF  ITS  MAIN   RESPONSIBILITIES,    NAMELY,   TO ENSURE  GOOD  MANAGEMENT   OF THE  UNIVERSITY.      I, THEREFORE, IMPLORE  YOU  AND  MEMBERS   OF  YOUR  STAFF  TO  POSITION   GOOD GOVERNANCE   HIGH AMONGST  ALL OTHER  PRIORITIES.     AS YOU ARE AWARE,     THE    PRINCIPLES      OF    GOOD     GOVERNANCE      INCLUDE TRANSPARENCY     AND   ACCOUNTABILITY      IN   THE    UTILISATION     OF RESOURCES   AT  THE  DISPOSAL  OF  THE UNIVERSITY.     I AM  EQUALLY HOPEFUL  THAT  WHEN  THE  VICE-CHANCELLOR    PRESENTS   THE  TWO STATUTORY      DOCUMENTS,      NAMELY,      THE     VICE-CHANCELLOR'S REPORT   AND   THE   AUDITED   STATEMENTS    OF  ACCOUNT,    HE  WILL ALSO  COVER  ISSUES  OF  GOOD  GOVERNANCE.       OBSERVANCE   AND ADHERENCE     TO    GOOD   GOVERNANCE PRINCIPLES     IS   A    BASIC REQUIREMENT   OF RUNNING  ANY  INSTITUTION   PARTICULARLY   IN THE FACE        OF       DECLINING        GOVERNMENT   SUBVENTION AND MUSHROOMING  COMPETING  [NSTJTUTIONS OFFERING  UNIVERSITY DEGREE  PROGRAMMES.    IT IS ALSO  IMPERATIVE  THAT YOU  EXPLORE AND PURSUE INCOME-GENERATING  AND INVESTMENT INITIATIVES TO ENHANCE   AND   SUSTAIN   THE   COMPETITIVE    EDGE   AND MARKETABILITY   OF THE UNIVERSITY'S   PROGRAMMES.

 

 

MEMBERS  OF COUNCIL,

 

I  NEED  NOT  REMIND  YOU  THAT  YOU  HAVE  A  MORAL  AND  SACRED DUTY  OF  EXERCISING YOUR FIDUCIARY   BUSINESS   BY  CRITICALLY AND   JUDICIOUSLY PROBING   INTO   THE   AUDITED    STATEMENT    OF ACCOUNTS    WITH   SOME   SENSE   OF   DEVOTION   AND OBJECTIVITY, WHICH   THE   DOCUMENT   REQUIRES.IT  IS  WHEN THE  FINANCIAL MANAGEMENT   OF  THE  UNIVERSITY   IS FORTIFIED   THAT  ITS  HEALTH WIL BE ASSURED.

 

 

DISTINGUISHED  MEMBERS  OF COUNCIL, CHAIRMAN  OF COUNCIL

 

I  HAVE  BEEN  INFORMED THAT  THE  VICE-CHANCELLOR  INITIATED NEGOTIATIONS WITH SOME REGIONAL UNIVERSITIES WITH A VIEW TO REVITALISING THE  UNIVERSITY'S PROGRAMMES.     I AM  INFORMED, FOR   EXAMPLE,   THAT   HE   HAS   BEEN   IN   CONTACT   WITH   THE UNIVERSITY OF SOUTH AFRICA (UNISA) AND THAT THE LATTER HAS AGREED TO ALLOW THE UNIVERSITY TO ACCESS, DOMESTICATE AND ADAPT ITS PROGRAMMES OFFERINGS TO THE NATIONAL UNIVERSITY OF   LESOTHO   SETTING.       UNISA   ALSO    EXTENDS   ASSISTANCE THROUGH  ITS  STAFF, TO  THE  MANAGEMENT  OF  OPEN  DISTANCE LEARNING PROGRAMMES TO BE OFFERED AT THE MASERU CAMPUS POPULARLY KNOWN AS THE INSTITUE OF EXTRA MURAL SERVICES, (IEMS).

 

 

IN ADDITION,  THE  VICE-CHANCELLOR  IS  ENGAGED  IN CONSULTATIONS WITH THE UNIVERSITY OF WITWATERSRAND TO EXPLORE POSSIBILITIES OF CUSTOMISING AND INTRODUCING SHORT TERM  EXECUTIVE EDUCATION PROGRAMMES ON  PART-TIME BASIS TO  BE ACCESSED  ALSO  AT  MASERU  CAMPUS  BY  THE  WORKING CLASS.  IN YOUR STEWARDSHIP OF THE UNIVERSITY, CHAIRMAN OF COUNCIL, I URGE TO GIVE MAXIMUM SUPPORT TO THE VICE- CHANCELLOR'S INITIATIVES AIMED AT REVAMPING THE UNIVERSITY.

 

 

LADIES AND GENTLEMEN,

 

ON 8TH  APRIL, 2015, THE UNIVERSITY WILL BE SEVENTY (70) YEARS OLD. THE  SEVENTIETH ANNIVERSARY MARKS A  LONG JOURNEY FILLED  WITH  WONDERFULL MEMORIES  AND  CHALLENGES. THE UNIVERSITY STILL STANDS  PROUDLY AND,TO MARK ITS ANNIVERSAY, A SERIES OF EVENTS WILL TAKE PLACE TILL OCTOBER 2015.  EVERYONE WHO HAS PASSED THROUGH THE GATES OF THIS UNIVERSITY, INDIVIDUALLY AND COLLECTIVELY, HAS A SPACE AND A STORY TO TELL.IT IS THEREFORE IMPORTANT TO ENHANCE THE  BONDS BETWEEN THE ALUMINI ASSOCIATION AND THE UNIVERSITY IN ORDER TO CREATE A PLATFORM FOR CONTINUOUS MUTUAL BENEFIT.   WE ARE HOPEFUL THAT THE EVENTS PLANNED TO CELEBRATE THE SEVENTIETH   ANNIVERSARY   WILL   ACT   AS   A    CATALYST   FOR

 

 

REVITALISING  THE ALUMINI ASSOCIATION  AND THEIR ENGAGEMENT THEREOF.

 

THE COMING ANNIVERSARY   WILL ALSO AFFORD  US AN OPPORTUNITY TO   REFLECT   AND   INTROSPECT    ON   HOW   TO   MAKE   AN   ALUMNI ASSOCIATION   A VIABLE  VEHICLE TO  DRIVE THIS  UNIVERSITY   TO  ITS ENVISAGED    DESTINY  OF   EXCELLENCE. I THE   ALUMINI ARE   THE PILLARS   AND  SOURCE   OF  THE  UNIVERSITY'S   STRENGTH.     ALUMNI WITHIN AND OUTSIDE THE UNIVERSITY, SHOULD RECOGNISE THEIR PIVOTAL  ROLE  IN SUPPORTING   THE  UNIVERSITY,   BY TAKING  A LEAD IN THE  INITIATIVES  AIMED  AT CONCRETISING   THE  FOUNDATIONS   OF THE UNIVERSITY  AS A HAVEN OF RARE IDEAS, SKILLS AND WISDOM.

 

 

WITH  THESE  FEW  REMARKS   I WISH  YOU  FRUITFUL   DELIBERATIONS AND  I AM  HONOURED  TO  DECLARE  THE  ANNUAL  GENERAL  COUNCIL MEETING  OPEN.
